IHF President Dr Muna A. Tahlak and the Brazilian Hospital Federation President Dr Adelvânio F. Morato will warmly welcome all attendees of the 47th edition of the World Hospital Congress along with Brazilian dignitaries. The honorable Dr Nísia Verônica Trindade Lima, Minister of Health of Brazil, will officially inaugurate the event.

Dr Adelvânio Francisco Morato

President, Brazilian Hospitals Federation (FBH), Brazil

Dr Morato is in his third term at the head of the Association of Hospitals of the State of Goiás, Brazil. Alongside this role, he is also President of the Brazilian Hospital Federation (FBH), which represents more than four thousand health establishments in Brazil.

Dr Morato trained as a urologist surgeon. He later became the General Secretary of the Medical Association of the State of Goiás and is a member of the Union of Hospitals of the State of Goiás and one of the partners of the Instituto do Rim de Goiânia.

Dr Morato became a member of the IHF Governing Council in November 2020. He is also a member of the IHF Executive Committee since January 2023.

Dr Muna A. Tahlak

President, International Hospital Federation; CEO, Latifa Women and Children Hospital; Chief Medical Officer, Dubai Academic Health Corporation, UAE

Dr Muna Abdul Razzaq Tahlak is the Chief Executive Officer of Latifa Hospital (a 347-bedded specialized maternity and pediatric hospital), part of the Dubai Health Authority (DHA), United Arab Emirates.

Dr Tahlak is an obstetrics and gynaecology consultant. She is also the first Emirati woman to complete her specialization in obstetrics and gynecology from the Johns Hopkins Hospital. She is American board certified in Obstetrics and Gynecology and a Fellow of the American Congress of Obstetrics and Gynecology.

Dr Tahlak is a regular speaker at conferences and has received various awards for excellence in her field. After being IHF Treasurer. Dr Tahlak was elected IHF President Designate in November 2021 and started her mandate as IHF President in October 2023. Additionally, she is a member of several other esteemed national and international societies and associations.

Dr Antonio Barra Torres

President-Director, Brazilian Health Regulatory Agency - ANVISA, Brazil

Dr Antonio Barra Torres, the President-Director of the Brazilian Health Regulatory Agency (ANVISA), graduated in Medicine from the Foundation Souza Marques in 1986 and had his residency in Vascular and Endovascular Surgery done at the Marcílio Dias Naval Hospital (HNMD) and MBA in Health Services Administration at the Federal University of Rio de Janeiro in 2012.

In 1987, Dr Barra joined the Brazilian Navy as a Medical Officer. In 2015, he was promoted to the rank of Rear Admiral – the second highest rank in the Medical Corps. Retired from the Navy in February of 2019, he was then approved by the Brazilian Senate to the position of ANVISA’s Director in July of the same year. He was later confirmed as the ANVISA’S President-Director in October 2020.

In March 2023, Dr Barra was appointed as the Second Vice-Chair of the International Coalition of Medicines Regulatory Authorities (ICMRA).

Dr Paulo Rebello

President, National Supplementary Health Agency - ANS, Brazil

Dr Paulo Rebello graduated in Law from the Centro Universitário de João Pessoa – Unipê – PB, with a course of Training in Health Management and Law. He currently holds the position of Chief Executive Officer and Management Director – DIGES of the National Health Agency – ANS.

He is also a Member of the Executive Board of the National Forum of the Judiciary for Health of the CNJ – National Council of Justice and President of the Regulatory Agencies Committee – COARF.
