Mr Chih-Cheng Kuo

Mr Chih-Cheng Kuo is a healthcare professional from Taiwan with a diverse background in community mental health, domestic violence and sexual assault prevention, case management, hospital administration, and aromatherapy. Drawing on this multidisciplinary experience, he has developed a holistic approach to improving healthcare services and patient outcomes.

He currently focuses on healthcare quality management and is passionate about integrating global best practices and emerging technologies, particularly artificial intelligence, to drive innovation and enhance the quality of care within hospital settings. He is committed to continuous learning, collaboration, and exploring new opportunities to advance healthcare quality and patient-centred care.

Dr Dorcas Mulaya

Dr. Dorcas Mulaya is a Clinical Operations Manager at Avenue Hopsital-Parklands (Kenya) with more than 10 years of experience in healthcare management. She has led multidisciplinary initiatives that strengthen clinical operations, improve patient flow, enhance patient experience, and support the delivery of high-quality care.

Her work focuses on translating strategy into operational excellence by improving clinical processes, strengthening governance, and fostering collaboration across multidisciplinary teams. She has a strong interest in human-centered design and innovation in healthcare delivery, exploring practical solutions that improve patient experience and clinical outcomes. One such initiative is PediTales, which applies storytelling and human-centered design to create more engaging and child-friendly healthcare experiences.

Throughout her career, Dr. Mulaya has championed a culture of accountability, continuous learning, and service excellence, recognizing that sustainable healthcare transformation is achieved through disciplined execution, empowered teams, and patient-centered decision-making. She believes that operational excellence is not simply about efficiency—it is the foundation upon which safe, high-quality, and compassionate patient care is built.

Dr Yongyin Qui

​Dr Qiu Yongyin is a Consultant of Department of Emergency Medicine at Singapore General Hospital. Dr Qiu received his Doctor of Medicine from Shanghai Medical College, Fudan University in 2012. He was subsequently elected as a Member of the Royal College of Surgeons of Edinburgh in 2016. He attained his Master of Medicine in Emergency Medicine from National University of Singapore in 2020. He completed his Emergency Medicine residency training with Singhealth in 2022 and was accredited as a specialist in 2023. He has special interest in transitional care, observational medicine, and digital health.

Ms Aishath Rahila

Aishath Rahila is a global healthcare executive with expertise in quality improvement, patient safety, infection prevention and control, health informatics and digital health transformation. She has held senior leadership positions in quality governance and patient safety, leading hospitals through accreditation and regulatory compliance.

In her current role as a Joint Commission International Surveyor, Aishath partners with hospitals and health systems worldwide to evaluate healthcare quality, strengthen governance and support organizations in achieving high reliability, zero patient harm, and sustained patient safety.

Aishath has extensive expertise in digital health and AI, with a focus on electronic health record integration, clinical informatics, data-driven decision-making and healthcare systems redesign. With over a decade of experience as a certified infection control practitioner, she continues to contribute to infection control and antimicrobial stewardship practices through global mentorship. Her experience also includes commissioning of major hospitals, including one of the first tertiary pediatric hospitals and an accredited liver transplant center in the Middle East. She continues to contribute to advancing safer, smarter, and resilient healthcare systems through quality leadership, digital innovation and international collaboration.

Dr Defu Yuan

Defu Yuan is a Ph.D. candidate in Epidemiology and Health Statistics at Southeast University, currently undertaking joint clinical research training at Beijing Youan Hospital under the supervision of Prof. Bei Wang and Prof. Bin Su. With a strong background bridging infectious disease epidemiology and data science, Defu’s research focuses on HIV molecular epidemiology, spatial epidemiology, data mining, and machine learning.

Serving as the principal investigator for two provincial and university-level grants in China, Defu actively contributes to major national R&D projects. A robust portfolio of recent high-impact publications demonstrates a commitment to translating complex data into actionable clinical solutions. Key academic achievements span optimizing nucleic acid diagnostic algorithms, uncovering hidden viral resistance to modern antiretrovirals (such as INSTIs and Lenacapavir) through large-scale deep sequencing, and developing TRIPOD+AI-compliant machine learning models to predict HIV salvage therapy outcomes.

By integrating advanced computational tools into hospital workflows, Defu’s overarching research mission is to empower hospital administrators and healthcare providers. The focus is on developing accessible, AI-driven decision-support tools that optimize medical resource allocation, mitigate clinical risks, and ensure safer, precision-driven management of HIV patients.
