Mrs Linda Wahlström Andersson

Nurse Unit Manager, Sahlgrenska University Hospital, Region Västra Götaland, Sweden

Linda Wahlström Andersson is an experienced registered nurse and Nurse Unit Manager of the neurosurgical inpatient ward at Sahlgrenska University Hospital in Gothenburg, Sweden. She has worked as a registered nurse since 2007, in neurosurgery since 2009, and in her current leadership role since 2015. The neurosurgical department provides highly specialized care for adults and children and performs approximately 1,800 surgical procedures annually, including around 600 emergency cases.

During her tenure, Linda Wahlström Andersson has led major developments in neurosurgical care, including the establishment of intermediate care and dedicated postoperative recovery capacity. These developments have enabled the department to manage almost the entire elective postoperative neurosurgical pathway within its own organization. She has also played a key role in cross-disciplinary process improvement, strengthening collaboration and quality across the neurosciences and perioperative care.

Her clinical development work is conducted in close collaboration with Johan Ljungqvist, Senior Consultant, Associate Professor and Head of Neurosurgery, whose academic focus is neurotraumatology and who serves as President of the Scandinavian Neurotrauma Committee.

Ms Tzu-Chun Chen

Nursing Supervisor, Cancer Center, Ditmanson Medical Foundation Chia-Yi Christian Hospital, Taiwan

Chen Tzu-Chun is the Nursing Supervisor of the Cancer Center at Ditmanson Medical Foundation Chia-Yi Christian Hospital, Taiwan, where she also serves as an oncology case manager. She has 27 years of experience in oncology nursing, including 21 years in oncology case management and 6 years as an oncology ward nurse. Her expertise includes oncology quality improvement, workforce development, integrated cancer care, and organizational transformation. She completed the 2025 UCSF Chao Leadership Program, where she developed a quality improvement project that was presented at the UCSF Clinical Inquiry Conference. She is committed to translating clinical challenges into evidence-based, sustainable, and scalable solutions that improve patient care and organizational performance.

Ms Doreen Heng

Deputy Director of Nursing, Alexandra Hospital, Singapore

Doreen Heng is the Deputy Director of Nursing at Alexandra Hospital, National University Health System (NUHS), Singapore. In addition, she serves as the American Nurses Credentialing Center (ANCC) Nursing Continuing Professional Development Accredited Provider Program Director and NUHS Cluster Faculty Development Co-Lead for Singapore’s Ministry of Health National Faculty Development Committee. She is also Co-Programme Director (Clinical) for the Graduate Certificate in Integrated Health and an Adjunct Senior Lecturer at the National University of Singapore.

With nearly 30 years of experience spanning critical care, health professions education, academia, and healthcare leadership, Doreen has led transformative initiatives in nursing leadership, workforce development, faculty development, and integrated care. Her work focuses on strengthening workforce capability, advancing integrated care, and developing a future-ready healthcare workforce through leadership, faculty development, and workplace learning. She serves on several national committees under Singapore’s Ministry of Health and the Singapore Nursing Board, contributing to the advancement of nursing education and professional standards. Doreen has received multiple awards for innovation and professional excellence and has authored and co-authored publications in peer-reviewed journals on nursing leadership, workplace learning, integrated care, and healthcare technology.

Mr Serene Samuel

COO, Almora General Hospital, Philippines

Serene Samuel is the Chief Operating Officer of Almora General Hospital in the Philippines. With more than 20 years of leadership experience across healthcare, technology, telecommunications, media, services, and FMCG, he brings a cross-sector perspective to building purpose-driven and sustainable organizations.

Before assuming the COO role in 2025, he served as a management consultant supporting AGH’s organizational and human capital development. He led the creation of the hospital’s structured Nurse Training Program, integrating values formation, clinical competency, mentorship, leadership development, and global readiness. This replicable initiative has contributed to measurable improvements in workforce and clinical outcomes.

His work focuses on value-based healthcare, organizational culture, workforce resilience, and the development of future-ready healthcare leaders. He is particularly interested in translating leadership strategy into measurable operational outcomes that are sustainable and scalable. His work has been featured by Hospital Management Asia and presented as a Lightning Talk at the 48th IHF World Hospital Congress in Geneva in 2025. He currently serves as a reviewer for the IHF i-to-i Innovation Hub.

His initiatives demonstrate an ongoing commitment to strengthening sustainable human capital systems and developing the next generation of healthcare leaders.

Ms Minkyung Shin

Senior Manager, Health Economics Outcomes Research - APAC, Intuitive Surgical, Republic of Korea

Minkyung Shin is a health economics and outcomes research (HEOR) professional with extensive experience in health economics, real-world evidence (RWE), health technology assessment (HTA), market access, and healthcare policy across the Asia-Pacific region. ㅡMinkyung currently serves as Senior Manager of HEOR-APAC at Intuitive Surgical, where she leads a multinational HEOR team and develops evidence generation and data acquisition strategies across China, Japan, Korea, Taiwan, India, and Australia.

She has led or contributed to more than 50 HEOR and RWE projects, including national claims database studies, comparative effectiveness and cost studies, cost-effectiveness analyses, systematic reviews, and data analytics and visualization initiatives.

Prior to joining Intuitive Surgical, she worked as a researcher at the National Evidence-based Healthcare Collaborating Agency for Korea, developing economic models and conducting systematic reviews and policy evaluations.She holds master degrees in Health Economics, Policy and Management from the University of Oslo and Economics from Hankuk University of Foreign Studies and is currently a PhD candidate in Public Health at Yonsei University.

Dr Rafael Wyser

Executive Turnaround Manager, Kantonsspital Aarau AG (Cantonal Hospital Aarau), Switzerland

Dr Rafael Wyser is an accomplished healthcare executive with extensive leadership experience in hospital turnarounds, operational performance, and large-scale capacity management. He has a proven track record of steering complex healthcare organizations through structural transitions, managing budgets up to CHF 300 million.

Currently, as the Executive Turnaround Manager at Kantonsspital Aarau, he leads the strategic restructuring program to drive operational and financial stabilization.
Previously, as Head of Workforce Management for the Hirslanden Corporate Office, he established the department and introduced the “Nursing Hours per Patient Day” (NHPPD) methodology across 17 clinics to optimize resource deployment.

As Director of Performance Management and Executive Board Member at Hirslanden Klinik Aarau, he designed capacity structures that cut costs by 5% while achieving top-tier employee and patient satisfaction.

His background also includes serving as Deputy Head of Strategic Management at Insel Gruppe AG, where he co-led a major eight-hospital merger.

Rafael Wyser holds a Ph.D. in Economics from the University of Basel, alongside a Master’s degree in International Affairs from the University of St. Gallen (HSG).
