Dr. Jeffrey T. Castillo is the Chief Health Program Officer of Tondo Medical Center, one of the government hospitals in Metro Manila, Philippines. He leads the implementation of the hospital’s Performance Governance System, strategic planning initiatives, and public health programs, while overseeing multidisciplinary healthcare services and organizational performance improvement as part of his responsibilities as concurrent head of the Office for Strategy Management and the Public Health Unit.
Dr. Castillo earned his Doctor of Medicine degree from UERMMMC and Master in Hospital Administration from the University of Santo Tomas (magna cum laude), and is a physician with training in Pediatrics. He is a governance advocate and a speaker on healthcare leadership, strategy execution, service delivery networks, and performance management.
As a key member of Tondo Med’s transformation journey, he helped lead the institution to multiple recognitions, including a Gold Award and an Honorable Mention at the IHF Awards in 2023 and 2025, and successive Gold Trailblazer Awards from the Institute for Solidarity in Asia. He has also served as a speaker, mentor, and panelist for healthcare organizations locally and internationally.
His work focuses on strengthening governance, innovation, and people-centered healthcare systems to improve health outcomes and organizational excellence.
