Mrs Asma Alzaabi

Asma Al Zaabi is a Risk Manager at the Royal Hospital, Ministry of Health, Oman, specializing in enterprise risk management, governance, and patient safety. She established the hospital’s Enterprise Risk Management (ERM) Program and contributes to the development of Oman’s National Risk Management Guidelines as a member of the National Taskforce.

She led the implementation of the WHO Patient Safety Friendly Hospital Framework (PSFHF) and drives high-impact patient safety initiatives that strengthen institutional resilience and risk culture. She has contributed to multiple national and international research initiatives in healthcare risk and maternal health.

Asma holds an MBA from the University of Bedfordshire and is a Certified Risk Management Professional (CRMP) and Lean Six Sigma Green Belt. She is a YEL 2025 participant.

Ms Hui-Ju Chiang

Ms. Hui-Ju Chiang is an Administrator in the Department of Planning and Management at MacKay Memorial Hospital, one of Taiwan’s leading Christian medical centers. In this role, she supports hospital-wide strategic planning, organizational development, resource integration, and performance improvement initiatives. Her department coordinates cross-departmental projects involving clinical, nursing, and administrative teams, conducts operational and management analyses, and assists senior leadership in strategic decision-making. The department also plays a key role in accreditation preparation, institutional collaboration projects, and initiatives that strengthen organizational governance and sustainability. Through these experiences, Ms. Chiang has developed a strong interest in healthcare management, hospital operations, and the application of innovative management approaches to enhance healthcare quality and organizational performance.

Dr Bakr Ismael

Dr. Bakr Sadoon Ismael is a physician, health informatics leader, and healthcare transformation professional based in the United Arab Emirates, currently serving as Projects Manager, Patient Safety Advocacy and Risk Management at the Department of Health – Abu Dhabi. With a career spanning clinical medicine, digital health, quality improvement, and healthcare governance, Dr. Ismael has developed extensive expertise in advancing patient safety, healthcare innovation, and data-driven decision-making across complex healthcare systems.

In the current role overseeing Patient Safety Advocacy and Risk Management projects, Dr. Ismael leads strategic initiatives focused on strengthening patient safety culture, enhancing healthcare quality, improving risk management practices, and supporting regulatory and organizational transformation. This work includes driving cross-sector collaboration, promoting evidence-based healthcare practices, and leveraging health data to improve clinical outcomes and system performance.

Through a unique combination of clinical expertise, informatics leadership, and patient safety advocacy, Dr. Ismael has played a significant role in advancing digital health transformation, healthcare quality, and regulatory excellence across Abu Dhabi’s healthcare ecosystem, bridging frontline clinical insight with strategic system-level innovation.

Dr Afua Mzungu

Dr. Afua Mzungu is a physician and healthcare leader with a passion for transforming healthcare systems to deliver sustainable access, quality, and value for patients. Over the course of her career,she has transitioned from clinical practice into healthcare management, leading large-scale operational, strategic, and organizational transformation initiatives across Kenya.

Currently serving in senior healthcare leadership, Dr. Mzungu has been instrumental in driving the growth and evolution of integrated healthcare networks, with a particular focus on strengthening primary and ambulatory care models. She has championed the decentralization of leadership, empowered frontline teams to take ownership of performance, and led initiatives that have expanded access to specialist and diagnostic services closer to the communities they serve.

Her professional interests lie at the intersection of healthcare economics, health systems strengthening, value-based care, and sustainable healthcare financing. She is particularly interested in how innovative care delivery models can improve outcomes while maintaining financial resilience in resource-constrained environments.

At the World Hospital Congress, Dr. Mzungu shares practical lessons from leading healthcare transformation at scale, demonstrating how leadership, governance reform, and strategic investment can reshape healthcare delivery in emerging markets.

Mrs Bonnie Panlasigui

Bonnie Panlasigui, MHA, FACHE is a healthcare executive with twenty years of progressive leadership experience across various integrated health systems. Throughout the years, Bonnie has held C-suite and President roles with HCA, Alameda Health System, Dignity Health and Summa Health System. Currently, she serves as the Senior Vice President for Kaiser Permanente Santa Clara with 6,900 employees and over 400,000 Kaiser Permanente members.

In 2025, Bonnie was elected to the Board of Governors of the American College of Healthcare Executives (ACHE), having previously served as Regent-at-Large for District 5, covering the 12 west coast states w/ ACHE chapters. Her contributions to the field have earned her multiple honors, including ACHE’s Senior Level Healthcare Executive Award, national recognition as an “Up and Comer: 40 Under 40” award with Modern Healthcare and most recently, the “Women of Influence” award by the Silicon Valley Business Journal.

Bonnie holds a Master of Health Services Administration from the George Washington University and a Bachelor of Science in Health Promotion Disease Prevention from the University of Southern California. She is part Korean/Norwegian, is a California native, plays the violin for church worship teams, cooks Korean food and spends time with her loved ones.

Ms Sherman Zhang

Ms. Sherman ZHANG is the Executive Officer at the Patient Resources Centre, Tuen Mun Hospital. She is a registered social worker with extensive clinical and research experience in supporting families and individuals facing a wide range of health challenges, including dementia, infertility, pregnancy loss, and eczema. Her research interests include psychosocial interventions for individuals living with chronic diseases, as well as promoting health behaviors within the context of social work.
