Dr James Merlino

James I. Merlino, MD, is Executive Vice President and Chief Operating Officer at Joint Commission. He oversees enterprise operations, strategic initiatives, and Joint Commission International, helping ensure the organization’s programs, services, and global activities are aligned to advance healthcare quality and patient safety worldwide. Dr. Merlino plays a key role in guiding operational performance and supporting the evolution of Joint Commission’s offerings to meet the needs of healthcare organizations and patients. Previously holding executive roles at the Cleveland Clinic and Press Ganey, he is widely recognized for his leadership in patient safety, quality improvement, and healthcare transformation.

Ms Judith Hargreaves
Director, Global Market Access, Convatec, UK
Judith joined Convatec in August 2025, bringing 30 years’ experience within the Medical Device Industry, working with companies such as Johnson & Johnson, Medtronic, 3M and Molnlycke Healthcare. Judith has a background in nursing, where she specialised in caring for patients with long-term conditions including wound care and she holds qualifications in tissue viability.
Over the last 20 years, Judith has gained experience create practical health economic tools as well as complex cost-effective models to support Global reimbursement applications. She has also developed Government Affairs campaigns, creating manifesto and positioning papers to support lobbying activities in EU and USA.
Judith has authored multiple peer-reviewed publications, most recently on Healthcare Staff Wellbeing as part of building Sustainable Healthcare Systems and is passionate about protecting both healthcare provision and the planet for future generations.
Judith also has an MBA and Black Belt Six Sigma qualification, and for several years she acted as an external advisor for NICE NHS Evidence, providing advice on continuous improvement projects. She is also a member of several Global Health Economics, Government Affairs and Market Access platforms.
Dr Relebohile Ncha
Chief Director, Hospitals and Tertiary Health Services, National Department of Health, South Africa
Dr Relebohile Ncha is medical Doctor, graduated with her medical degree from University of Cape Town in 2006. She furthered her studies in the field of Public Health Medicine where she obtained her master’s degree in public health, Master of Medicine in Community Health as well as the College of Medicine Fellowship in Public Health Medicine. Dr Ncha is a health systems and preventative medicine specialist and has extensive experience within the public and private health sector. These include working at various public hospitals within the Gauteng Department of Health as a medical officer, then ventured into public health and worked for the National Institute for Communicable Diseases. She then embarked on the journey into Health Management as a clinical manager at a tertiary hospital in Gauteng, and then served as Chief Executive Officer at Helen Joseph Hospital. Currently, she holds a position of a Chief Director of Hospitals and Tertiary health services and is also responsible for quality assurance and improvement, emergency medical services and forensic pathology services at the National Department of Health.
Dr Cardinale Smith
CMO, Memorial Sloan Kettering Cancer Center, USA
Cardinale B. Smith, MD, PhD, FASCO is the Chief Medical Officer at Memorial Sloan Kettering Cancer Center where she provides executive leadership for quality and safety, medical staff affairs, patient experience, regulatory readiness, and enterprise clinical operations. She is a board-certified medical oncologist and palliative care physician whose clinical expertise focuses on thoracic oncology and serious illness care.
A nationally recognized physician-scientist and health services researcher, Dr. Smith’s work centers on improving the quality and equity of cancer care delivery, with particular emphasis on health disparities, serious illness communication, implicit bias, and patient-clinician communication. Her research has been supported by the NIH, the American Cancer Society, and multiple foundations, and she currently serves as principal investigator on several grants focused on equitable models of cancer care delivery and interventions to improve outcomes for historically marginalized populations. Dr. Smith has authored numerous peer-reviewed publications and is widely recognized for her leadership in healthcare quality, patient-centered care, and high-reliability organizational strategy. In 2026, she was named one of the hospital and health system Chief Medical Officers to know by Becker’s Hospital Review.
Dr Scott Williams
VP, Innovations, Joint Commission International, USA
Scott Williams, PsyD, is Vice President for Innovations at Joint Commission. In this role, he is responsible for investigating and developing tools and resources that continuously add value for the healthcare organizations served by Joint Commission. Dr. Williams has been with Joint Commission since 1998. Prior to his current role, he served as the organization’s Director of Enterprise Research providing oversight for a broad range of evaluation research, operations support research, and health services research topics. Most recently, Dr. Williams led the development of Joint Commission’s SAFER® Peer Benchmarking report and served as interim Editor-in-Chief of the Joint Commission Journal on Quality and Patient Safety. He earned his undergraduate degree from the University of South Carolina, a Master of Arts from the University of Denver, and a doctoral degree in counseling psychology from the University of Northern Colorado.
