The Organizing Committee is responsible for overseeing, coordinating, administering and delegating all organizational and management aspects of the Congress.

Han-Chuan Yang

Taiwan Hospital Association

Prof. Yang is the President of Taiwan Hospital Association since September 2011. He graduated from the Department of Health Education at National Taiwan Normal University and received his Master’s degree in the Bloomberg School of Public Health at the Johns Hopkins University in the United States. He specializes in the field of Health Policy, Healthcare Quality Management, Health Insurance Policies and Hospital Operations Management. Currently, he is also the Emeritus Professor of Asia University in Taiwan, Advisor to Taipei City Hospital and Board Member at Asia University, Taiwan Joint Commission on Hospital Accreditation and Taiwan Blood Services Foundation.

Shou-Jen Kuo

Vice President
Taiwan Hospital Association

Dr. Kuo, Vice President of the Taiwan Hospital Association, is also the Superintendent of Changhua Christian Hospital (CCH). He graduated from Kaohsiung Medical University and accomplished his fellowship training in Tokyo, Melbourne and Chicago. He is also active in participating in leadership training abroad in Birmingham, UK, and Boston, USA. His published works are abundant both in scientific research and hospital management. Dr Kuo specializes in Breast Cancer, Thyroid Cancer, Endocrinology, Surgical Oncology, Gastroenterology, Medical Quality, Evidence-Based Medicine, Health Administration and Hospital Business Strategies. Dr. Kuo has achieved in leading the CCH in passing international accreditation such as JCIA, CCPC, CAP, AAHRPP etc., and promoting the hospital healthcare to international standards.

Steve Wen-Neng Ueng

Vice President
Taiwan Hospital Association

Dr Ueng, the Vice President of Taiwan Hospital Association, is also the Emeritus Superintendent of Chang Gung Memorial Hospital. He received his MD from Taipei Medical College, and then preceded his fellowship in Frankfurt and Marburg, Germany, and Atlanta, USA. Dr Ueng served as the President of the Association of Hyperbaric and Undersea Medicine of the Republic of China from 2012 to 2014. He then served as the President of the Taiwan Medical Center of Association and the President of the Taiwan Orthopedic Association during the years of 2012 to 2016. Currently, he is also the Orthopedic Attending Staff of Chang Gung Memorial Hospital and a Professor of Orthopedic Surgery at the Chang Gung University.

Chih-Hsiung Wu

Executive Director

Dr. Wu, the Executive Director of the Taiwan Hospital Association, currently, also serves as the CEO of the Hsing Tian Kong Foundation Medical Mission, the Superintendent of the En Chu Kong Hospital and the Chair Professor of Surgery at the Taipei Medical University. Dr. Wu graduated from the Taipei Medical College and received his PhD at Dokkyo Medical University. He specializes in Gastroenterological Surgery, Colon & Rectal Surgery, and Breast Surgery. His recent positions include being the President of the Taiwan Surgical Association from 2011 to 2012; the Vice President of the Taiwan Hospital Association from 2012 to 2014; the Superintendent of Taipei Medical University – Shuang Ho Hospital from 2009 to 2015; and the President of Taiwan Surgical Society of Gastroenterology from 2014-2016.

Ko-Shih Chang

Chairman of Supervisory Board
Taiwan Hospital Association

Dr. Chang is the Chairman of Supervisory Board of Taiwan Hospital Association. He also serves as the Secretary General of the Taiwan Community Hospital Association, Taiwan Medical Enduring Education Institute and the Taiwan Long-term Care Management Association. Dr. Chang graduated from the National Defense Medical Center and received the licenses of internal medicine. He also trained as a cardiology, emergency care, and intensive care specialist soon after. He received Master of Business Administration from the National Taiwan University. He was awarded the Medical Dedication Award of Changhua County in 2013 and the National Outstanding Medical Service Award in 2014.

Chung-Liang Shih

Department of Medical Affairs, Ministry of Health and Welfare

Dr. Chung-Liang Shih serves as the Director-General of Department of Medical Affairs, MOHW of Taiwan since 2016. From 2008 to 2012, he was the Head, Bureau of Medical Affairs. From 2012 to 2015, he was the Director of Department of Planning. Prior to his role at MOHW, Dr. Shih served as the deputy executive at the Taiwan Joint Commission on Hospital Accreditation for 4 years.

Dr. Shih received M.D. degree from Kaohsiung Medical University in Taiwan. Following the residency training program for internal medicine and emergency medicine in National Taiwan University Hospital (NTUH), he was recruited as a visiting staff in the department of emergency medicine of NTUH in 1998. The interest in addressing medical quality and health issue led him to pursue and earn a Ph.D. in health policy and management from Public Health College of National Taiwan University in 2006.

Deh-Ming Chang

Taiwan Medical Center Association

Professor Chang graduated from National Defense Medical Center. He earned his Master degree (Biology) at Harvard Medical School, and then received his PhD degree (Health education) at National Taiwan Normal University. He also studied in Rheumatology/Immunology, Brigham and Women’s Hospital, Harvard Medical School as a research fellow.

Professor Chang has been a Military General since 2004 and Superintendent of Tri-Service General Hospital since 2005 and became the Dean of the Institute of Life Sciences and President of the National Defense Medical Center in 2007. He promoted to Lieutenant General and became the Director General of the Medical Affairs Bureau, the Ministry of National Defense of Republic of China from 2011 to 2014. Professor Chang retired from the military system and then joined the Taipei Veteran’s General Hospital as Vice Superintendent since 2014, and promoted to Superintendent in 2015.

His main research interest has been in translational aspects of rheumatology research. The focus of his many research projects has been rheumatoid arthritis and systemic lupus erythematosus. He is the author of more than 250 publications in peered-reviewed, journals, and made many international presentations.

Ching-Chuan Su

Honorary President
Taiwan Regional Hospital Association

Dr. Su graduated with a MB from Chung Shan Medical University. He also received his MMSc and DMSc from Chung Shan Medical University. Dr. Su served as a legislator in the Legislative Yuan from 2012 to 2016. He was also the Director General at the Taiwan Medical Association from 2013 to 2016. He was, moreover, the honorary superintendent at Antai Medical Care Cooperation since 2012; the honorary Director General in Taiwan Non-governmental Hospitals and Clinics Association and Taiwan Regional Hospital Association since 2014. Recently, he has taken on the positions of being the Deputy Executive Manager in Policy Research and Coordinating Committee of Kuomintang; the Chairperson in Pingtung Chapter of Kuomintang; and the Associate Professor in Meiho University since 2016.

Wu-Chi Hsieh

Taiwan Community Hospital Association

Mr. Hsieh graduated from Yuan Pei University of Medical Technology with a Bachelor of Healthcare Administration, and received his Master of Healthcare Administration from John F. Kennedy University. He specializes in Hospital Management and Administration, National Healthcare Practice and Application, Medical Regulations and Policies, and Medical Vertical Integration.

Currently, Dr. Hsieh is the President of the Taiwan Community Hospital Association. He also serves as the Director General at the Taiwan Medical Enduring Education Institute, the Taiwan Long-Term Care Institute, the President of Taiwan College of Healthcare Executives since 2012, and the Vice President of Taiwan Hospital Association since 2014. Moreover, he has been the President of Ji-An Hospital and the member of Accreditation Reform Committee of Joint Commission of Taiwan since 2016.

Chii-Jeng Mark Lin

Joint Commission of Taiwan

Dr. Lin, President of Joint Commission of Taiwan, is also a distinguished professor of National Cheng Kung University (NCKU). He received his MD degree from National Taiwan University (NTU), and executive MBA and PHD degrees from NCKU. He has been the Vice President for Student Affairs in NCKU and the coordinator of Southern SA center for Ministry of Education in Taiwan. In his academic and clinical specialty, he served as the chair of Orthopedic Department in NCKU, the president of Taiwan Pediatric Orthopedic Society (TPOS) and also the president of Asia Pacific Pediatric Orthopedic Society (APPOS). Besides, he is a delegate member of Pediatric Orthopedic Society of North America (POSNA) and International Federation of Pediatric Orthopedic Societies (IFPOS) for Taiwan.

Tai-Yuan Chiu

Taiwan Medical Association

Dr. Chiu, President of Taiwan Medical Association, also serves as a legislator at the Legislative Yuan of Republic of China. Besides, he is the President Emeritus of the Taiwan Association of Family Medicine. Moreover, he has long been a staff physician at Department of Family Medicine of National Taiwan University Hospital (NTUH) and the Medical Director of the Hospice and Palliative Care Unit at NTUH. On top of that, Dr. Chiu is a professor at the Department of Family Medicine of College of Medicine at the National Taiwan University.

Dr. Chiu received his M.H.Sci. from the School of International Health at the University of Tokyo. He specializes in Palliative Medicine, Community Medicine, Family Medicine, Medical Ethics (End-of-life care), and Medical Education.

Tzu-Hsien Tung

Taipei Computer Association

Mr. Tung, Chairman of Taipei Computer Association, is also the Chairmen of Pegatron Corp. He received his graduate degree from the National Taipei University of Technology. Mr. Tung was previously employed as Chairman of AMA Precision, Inc., Chairman of Hua-Yuan Investment Group Ltd., and Chairman of Pegatron International Investment Co., Ltd. He also previously served on the board at North Tec Asia Ltd. and ASUS Computer International, Inc.
