Jan Beeckmans, born 20th September 1954, has studied Master in Applied Economics and is the current General Director of the University Hospital Brussels.


He started his career at the University of Ghent as Researcher on the organization of the Hospital Sector. After that he conducted several positions such as Staff Member at the Department of Economic Affairs for the City of Ghent; Staff Member Healthcare Sector for the Study and Documentation Centre Emile Vandervelde (S.E.V.I.) which is a research center of a political party; Financial Director at the University Hospital Brussels and Coordinator of the Centre of Health Economics and Hospital Policy at the University of Brussels. During this period Jan Beeckmans was a Lecturer at the Faculty of Medicine of the University of Brussels, regarding Hospital Financing Systems.


Before his current position as General Director of the University Hospital Brussels, he was during a period of 15 years Program Officer responsible for Health and Hospital Policy at the office of successive Belgian Ministers of Social Affairs within the Federal Government of Belgium.


Jan Beeckmans currently conducts mandates as Board Member of following institutes:

  • Consultative Committee New Hospital Policy, advisory committee of the Federal Minister of Social Affairs
  • Council of the University Hospitals of Belgium
  • National Board for Hospital Facilities, official advisory body of the Belgian Government
  • Belgian Association of Hospitals


Former mandates, which he doesn’t fulfil anymore today, were as President ad interim of the Committee for Budgetary Control at the National Institute for Health and Disability Insurance and as President of the Multipartite, official consultation body between hospital administrators, physicians and insurance institutions.


Dr Balestrin is President of ANAHP – Brazilian National Association of Private Hospitals and Executive Vice President and Corporate Chief Medical Officer of the VITA’s Hospital Group.


Dr Balestrin is Member of IHF Governing Council and President Designate (2015-2017).


Dr Balestrin is graduated in Medicine and has finished medical residency in Health Administration in Hospital das Clínicas of the Medical School of the University of São Paulo (USP). He is specialized in Public Health by the School of Public Health of the University of São Paulo (USP) and specialized in Health Administration by the Business School of Fundação Getúlio Vargas, (FGV) of São Paulo.


Dr Balestrin holds a title of Specialist in Health Administration by the Brazilian Medical Association (AMB).

Dr. Tsuneo SAKAI (Chairman)

Dr. Sakai is President of Japan Hospital Association and President of Seirei Hamamatsu General Hospital in Hamamatsu, Japan. He specializes in neurosurgery. He graduated from Chiba University School of Medicine in 1970 and had a full neurosurgical training at State University of New York, Upstate Medical Center, Syracuse, USA.

Dr. Kwang Tae KIM

Dr Kim is Immediate Past President of the IHF (2015-2017). During his presidency (2013-2015), Dr Kim initiated the IHF Awards Program, to promote IHF visibility and its role as knowledge hub.

Dr Kim was President of the Asian Hospital Federation (2008-2009) and President of the Korean Hospital Association (2003-2004).

Since 1969 Dr Kim is Chairman of Daerim Saint Mary’s Hospital.

Dr Kim is a general surgeon. He is a graduate of Catholic University Medical School, Seoul, Korea.

He has been a member of Rotay Club since 1977 and RI Director from 2005 to 2007.


Dr Kim has three children and five grandchildren.

He enjoys playing golf and winetasting.

Mr. Han-Chuan YANG

Prof. Yang is the President of Taiwan Hospital Association elected in September 2011 and continue in office in August 2014. He received Bachelor of Education in the Department of Health Education from National Taiwan Normal University and Master’s degree in the Bloomberg School of Public Health at Johns Hopkins University in the United States.


He served as director general of bureau of medical affairs and chief executive officer of hospital authority at Department of Health, Executive Yuan from 1990 to 2001, then became the Vice Minister of Department of Health from 2001 to 2004. He was, moreover, the founder and chairman of Taiwan Joint Commission on Hospital Accreditation from 1999 to 2003. Prof. Yang specializes in the field of health policy, healthcare quality management, health insurance policies and hospital operations management.


Now he is also a chair professor of department of healthcare administration and board member at Asia University, advisor to Taipei City Hospital, and board member to Taiwan Joint Commission on Hospital Accreditation and Taiwan Blood Services Foundation.


Thomas C. Dolan, PhD, FACHE, FASAE, is president emeritus of the American College of Healthcare Executives, an international professional society of more than 40,000 healthcare executives who lead hospitals, healthcare systems and other healthcare organizations. He served as president and chief executive officer from 1991 to 2013.  Prior to joining ACHE, he held a variety of teaching, research, and administrative positions at St. Louis University, the University of Missouri-Columbia, the University of Washington and the University of Iowa.

Dr. Erik Kreyberg NORMANN

Erik Kreyberg Normann is Norwegian and has been a member of the Governing Council since 2009. In the period 2011 – 2013 he was Treasurer, in 2013 – 2015 President Designate and now President of IHF. In the period 2005 to 2013, he was the President of The Norwegian Hospital and Health Service Association (NSH). NSH hosted the 38th IHF World Hospital Congress in Oslo in 2013. From 2013, he has been board member of this organisation. He is the CEO of Curato AS, the largest private imaging provider in Norway.


Dr. Normann is a Paediatrician but for the last 20 years he has mostly been employed in different management positions. He has been the CEO of several hospitals in or near by Oslo, like Ullevaal University Hospital, Buskerud Hospital and Akershus University Hospital. In the last one he was leading the process in preparing and moving the hospital from an old inefficient building into a large, new hypermodern hospital. He was also the CEO of The Oslo Municipal Child and Family Services; the child protection service, child and adolescent psychiatry and family services in Oslo. For three years he was part time employed by the Norwegian Health Department involved in establishing a new system of financing the hospitals. He has been the Director of Department of Hospital Services in The Norwegian Directorate of Health and the Secretary-General of the Norwegian Air Ambulance Foundation.


For 10 years he was together with some colleagues running a private emergency clinic for children.


While Dr. Normann worked as a clinician, he had different interests, and published several papers in national and international publications and books in the areas of neonatology, endocrinology, infectious diseases and social paediatrics.


Dr. Normann has been the President of the UNICEF Norway and the Nordic Society on Child Abuse and Neglect.

Dr. Lawrence LAI

Dr Lai obtained his medical qualification in Hong Kong in 1970. He was promoted to Consultant Physician in 1980, Senior Assistant Director in the Medical and Health Department in 1982 and Deputy Director, Hospital Services Department of the Hong Kong Government in 1989.

Dr Lai joined the newly established Hospital Authority (HA) in 1991 and had held various senior positions since. He was appointed Cluster Chief Executive from 2005 to 2009 and was responsible for the overall management of Queen Mary Hospital, a teaching hospital, and 6 public Hospitals and other healthcare institutions in the Hong Kong West Cluster.

Representing HA, Dr Lai has been actively involved in the work of the Asian Hospital Federation (AHF). He was elected AHF President for two terms from 1999 to 2003 and immediate past President from 2003 to 2005. He continued to serve AHF as a member of Board of Governors from 2005 to 2011, and member of the AHF Study Group since 2012. Dr Lai has also been closely associated with IHF since 1999. He was elected IHF Governing Council Member in November 2005 for a six-year term, appointed Special Advisor for the Asia Pacific Region since January 2012 and Honorary Member since November 2015.

Dr Lai has been associated with the Australian Council of Healthcare Standards (ACHS) and been involved in the implementation of the Pilot Scheme of Hospital Accreditation in Hong Kong since 2009. He was bestowed the 40th Anniversary Gold Medal in 2014 by ACHS. He has also been associated with the International Society for Quality (ISQua) and was appointed ISQua expert in 2012.

Dr Lai is currently Honorary Senior Advisor of HA, Honorary Consultant of the Department of Health and Queen Mary Hospital, Honorary Professor and Honorary Senior Advisor of the Medical Faculty, University of Hong Kong, and Consultant to the Macau Health Bureau.

For his service to Hong Kong and healthcare community, Dr Lai was awarded the Bronze Bauhinia Star by the Hong Kong Government in 2009.
